China, U.S. eyes fixed on home, not Durban

Thousands of government officials will arrive in South Africa later this month to try and hammer out a new U.N. climate change treaty, but whatever is agreed is highly unlikely to impact policy-decisions in China and the U.S., the world’s two biggest emitters.
