German steelmaker ThyssenKrupp, one of the biggest participants in the EU Emissions Trading Scheme (ETS), said Friday it had a surplus of 17,000 permits in the fiscal year 2010/2011, down sharply from the 5.9 million spare permits it had in the previous financial year.
